Was CAPTAIN AMERICA : CIVIL WAR An Avoidable Movie?

Captain America: Civil War, was an enjoyable movie for many fans and critics alike around the globe, but was it avoidable?

In CA:CW, you see Iron Man, Captain America and The Winter Soldier go at it for a total of two hours and a half, you see the conflicted Wanda Maximoff wonder if she is really helping anybody and Vision that wonders what he is.

In the film, what kicks the conflict off is the Sokovia Accords, accords that will place heroes of the world under government's will and control. But will these Accords solve any casualties or cause any less collateral damages? It seems that CA:CW shows an attempt of the government to place The Avengers (national heroes that saved NYC from a nuclear attack that was orchestrated by the U.S government itself) under their will. But there is a problem with this:

 - It is not the film's main driving force. It only  justifies to an extent why they fight, because Stark is under Secretary Ross’s orders.
-        When they show the footage of collateral damage that happened in Sokovia, Washington D.C, ect…, they show events that were stopped by said heroes. The government is in no place to give an ultimatum to national treasures such as Steve Rogers and others.
Another thing that is strange is when the “Civil War” Fight kicks in:
Stark ignores the fact that Steve says that there are multiple Winter Soldiers and they know that the one that unleashed Barnes is going to free them. Stark could have explained to his higher-up that Barnes has been framed, Barnes could have testified of his absence at Vienna and call out the psychiatric for using an illegal note book that was propriety of H.Y.D.R.A, to put him in a state of trance.
While you also have Stark trying to localize Zemo to question him on what happened in the room and have Steve Rogers declare his statement: “I want an Empire to fall”, which could also put Zemo in custody.
  The Winter Soldier had not been seen for two years, what could make him re-surface. Stark could have listened to Rogers.
The reasons for why he did not listen to him and did not try to arrest the Zemo is quite confusing.
Seeing as Stark finally worked with Steve and Barnes in the end (until the climax, showing the Starks being murdered by Barnes, but I’ll talk about it later). And seeing as how could Zemo escape from a Facility possessing security that are made to hold back Barnes, one of the most dangerous hit-man on the planet. And how come nobody question his involvement seeing as he was alone with Barnes? Why was there no security inside the room? Or outside the room, with security teams near the door incase anything went wrong and Barnes got free (like he did the film) and kill a supposedly innocent psychiatric.
 
One more thing, why did Captain America let Zemo play the clip of Stark’s parents dying at the hands of Barnes? Couldn’t he break the screen with his shield and say: “Tony, he’s trying to distract us, let’s take him in.” and then, Civil War would be over.
 
Anyway, this is a bit too long. These were my two cents on one of Marvel Studios ‘s best movies.
