We followed Sam Wilson's transformation into Captain America in The Falcon and The Winter Soldier, and it's clear Marvel Studios has big plans for the hero beyond that Disney+ series. 

For starters, his story will continue in Captain America: New World Order, a movie that's shaping up to be much bigger in scale than the TV show. The Incredible Hulk star Tim Blake Nelson will return as The Leader, while Harrison Ford is joining the MCU as General "Thunderbolt" Ross following the death of actor William Hurt. 

One popular theory online is that this next Captain America adventure will set the stage for some sort of World War Hulks project. We'll see, but producer Nate Moore has now teased New World Order's central conflict. 

"Well, look, Sam Wilson's Captain America, he is going to bring his own team to play," he tells Collider"It's no secret that Samuel Sterns is making his return to the Marvel Cinematic Universe, which is fantastic because Tim Blake Nelson's the best."

"Harrison Ford is taking on the role of General Thaddeus "Thunderbolt" Ross, and to see Sam Wilson and Thunderbolt Ross, which if you remember actually threw him in prison at the end of Civil War because he violated the Sokovia Accords," Moore teased. "There's going to be some natural sparks there, which I think are going to be really fun."

So, Sam and Ross will butt heads. That's no great surprise given their history, and we're sure the General will have plenty to say about the former "criminal" wielding the shield as Captain America. Ross certainly had little in the way of respect for Steve Rogers, so we're guessing the mantle doesn't mean all that much to him. 

That could explain why he's potentially working with The Leader to create a whole new breed of Super Soldiers, something he's wanted to do ever since The Abomination was made in The Incredible Hulk.

In the same interview, Moore confirmed that Captain America: New World Order is in pre-production and will start shooting next Spring. That puts the movie on track for its May 3, 2024 release date.

Just saying--William Hurt died at 71. They have replaced him with someone who is currently 80, with presumably the intention for him to be in at least two movies, the first of which isn't out for 18 months or so. But... okay? Geek cred on the pick but I'm honestly surprised Ford even signed up.

I mean, I'd only hope I feel up to being in a Marvel tentpole at age 80. I hope they want me to be. Probably not, although they'll probably have run through everyone in Hollywood by then.

@RealTurner - In all fairness, Ross will likely be Red Hulk in very short order…Since they felt like they had to recast instead of introducing an outright new character, they probably wanted to pull somebody that had a build in prestige among the geek fandom…Ford checks that box and it’ll be extremely easy to move away from him by keeping the character in CGI if the horrible happens and he can’t stick around for multiple appearances…

@comicfan100 - Whatever you are trying to allude to isn’t the case I’m sure. I’m just pointing out his power set and the fact that he will not be able to directly take on big threats.

In Winter Soldier, he mostly was a distraction and played keep away with villains. Same with those he fought in Civil War.

I don’t particularly remember his impact in the battle during Endgame, but he certainly wasn’t a deciding factor or battling powerful enemies.

Look, I like Sam. He’s a cool character, but he has a pretty obvious lack of power. That’s why I said he should be street level. He can’t fight any Hulks that’s for sure.

@mountainman - But he's been shown to be capable. And besides, his new suit is reinforced with vibranium. It would give him a edge. Sure, he isn't on the level of Steve, but there are street level characters that take on bigger threats all the time. Shang-Chi and Black Widow come to mind.

@comicfan100 - Maybe he just needs to get used to that vibraium suit. Like I said, he barely held is own against Batroc in the saeason finale. Plus he really needs covering for the top of his head. Its a bit ridiculous that such a vulnerable spot would exist.

We will see how it goes. Sam has some big shoes to fill. And Anthony Mackie hasn't really proven to be a leading man just yet. With the high bar the Russos and Markus/McFeely set for the franchise, I hope New World Order can live up but I'm in a wait and see mode until we get there.

@JonC - In the first Avengers it was somewhat realistic as they were acting on the sidelines. I found black widow fighting Ultron bots to be stupid. And when she was faced with Proxima Midnight in Infinity War, Wanda had to help.

I’m good with more humanized heroes, but to be realistic I want them facing threats on their level. You put a non-powered human against an incredibly powerful villain, and it is cheesy.

Makes sense. I guess NWO and Thunderbolts will be a bit of a duology.

NWO will have Ross form a team of supersoldiers created by Leader (to counter Sam and the Hulks), and the Thunderbolts will be created after the Leader's team failed.

As for when Ross becomes Red Hulk, I'm not sure. Could see that happen at the end of NWO or in-betweem NWO and Thunderbolts.

They'll probably have a disagreement on how to handle The Leader, but this movie is pretty much just going to have him become Red Hulk at the end/post-credit to set-up Thunderbolts and that's about as far as the interaction between the two will go.

I'm expecting Ross to sacrifice himself or die during Thunderbolts redeeming his actions in The Incredible Hulk.
