Civil War is arguably one of the most overrated comics ever. Not only is it bad, full of forced story beats and shallow characters, it set Marvel down a path of lazy, event dependence.

The series itself was poorly executed. This is more famous for the individual cool moments (judas coin, Spidey and punisher, punisher murdering people, spidey mask coming off, iron spider. or cap dying), and the idea of the whole universe getting split down the middle with those for and against something. This is why it became so popular. Also the standoff of Iron Man vs Cap, the rivalry of all hero rivalries.
