So i think the villains should be Harley Quinn, The Riddler and Catwoman.
The Riddler at first is hired by the GCPD to help track down and bring in The Batman, so in a sense he is kind of a good guy... at first haha. Meanwhile, as Batman is on the run, a new vigilante appears... Catwoman, who has a more free spirit than batman. She steals when its available as "her fee" for protecting the city and she's a little more rough on the criminals. Also meanwhile, The Joker is in Arkham Asylum, his shrink Dr. Harleen Quinzel is analyzing him and trying to figure out who he is and all that, and over the course of the film it switches back to the joker coming in for his daily sessions and finally he manipulates Quinzel to be his puppet, so he can still do crime outside of his cell. Quinzel falls in love with him and would end up doing anything for him. Anyways, i haven't figured it all out but i think that would make sense. let me know what you think! also, here is the cast!

Gary Oldman- Commissioner Gordon

I know the images kind of suck, i just threw them together real quick :D
also i was thinking to have the Joker in it, make him only make cameos throughout and just get like the best sound alike out there to voice him and digitally recreate Heath Ledger's joker and just keep him partly concealed in shadows. It would work, he's just to good of a character to give up!
