Who should the first villian(s) be for the Batman Reboot?

Who would Mark Wahlberg and John Cena play?

A lot of speculation as to which director would helm a Batman reboot. Article after article detailed who should take up the cowl. Should the reboot be true to Nolan's real world universe or should we get more of a comic or even Sin City/300 feel? But what makes Batman Batman is an adversary. So who should be the main villain and who should be the secondary villain if the script calls for one. Remember, only the '89 Batman didn't have a secondary villain so the first movie in the rebooted franchise probably will have two enemies of the Bat. Here are some of my ideas:

Hugo Strange/The Riddler. If the reboot is for three or more movies it would be nice to see a villain or two span across all three movies. Why not have Hugo Strange fill that role? After all, he studies Batman for years to try to figure out who he really is. Bruce can even see Strange for therapy since after all, he has one major dark side. Who else plays mind games? The Riddler. It would be cool to see Bruce Wayne leave Strange's office just as Edward E Nigma is coming in for his weekly visit. Strange could figure out first the Edward is the Riddler and they can team up to try to find out who Batman really is. Of course since Strange would be in multiple movies, him and the Riddler will not solve the riddle of the Batman.
Casting choices: Robin Williams as Hugo Strange and Jude Law as The Riddler.

The Penguin/Killer Croc. Both dwell in the sewers, so why not? The Penguin never enters into physical combat put uses muscle to do his dirty work. A giant Croc seems to fit the bill. I am not hoping for the reboot to still make Batman and his villains believable in the real world so these two villains really don't have to be half man and half water dwelling animal. The comics do have backstories for these characters to support all-man, no animal/man mutants so they would fit right in. Of course it might seem redundant that Nolan's last film and this first in the reboot both have the villains living and working in the sewers so this might be more suited for the second or third film in the franchise.
Casting choices: Phillip Seymour Hoffman as The Penguin and Michael Clarke Duncan as Killer Croc.

The Mad Hatter/Tweedledee and Tweedledum. Kinda obvious. But why not mix in the Alice in Wonderland carryovers? The reboot I'm sure will have a lot of original aspects especially if it happens quite quickly like the Spiderman and Superman reboots. You can't get more original then completely new to the Batman franchise villains. Jervis Tetch's lab rats would be Tweedledee and Tweedledum. We could see the demise of two perfectly healthy but not so smart jocks sign up for experiments to get some extra loot for 'roids and slowly become dumb but powerful thugs.
Casting choices: Ed Norton as The Mad Hatter and Mark Wahlberg and John Cena as Tweedledee and Twiddledum.

Hush/Man-Bat. Since the new reboot could offer a chance to show more of Bruce's childhood, why not have Thomas Elliot grow up with Bruce? As an adult, Dr Elliot could try to treat his friend, Dr Langstrom for his condition. Parallel story arcs arise as Hush tries to destroy Bruce Wayne and Man-Bat tries to destroy Batman.
Casting choices: Leonardo DiCaprio as Hush and Simon Baker as Man-Bat

Mr Freeze/Victor Zsasz. We desperately need a new Freeze to make us forget about Arnold's awful depiction. We already know Freeze's backstory so that doesn't need to change much. Zsasz gets mixed in to be the Ying to Freeze's Yang. Freeze's life's work is now preserving Nora's life while Zsasz looks to "liberate" pointless lives. They somehow find a balance to both conspire in bringing down Batman.
Casting choices: Bruce Willis as Mr Freeze and Jason Stahtham as Zsasz

I have other ideas as to who should play Batman's foes for the first of the rebooted franchise but I'd like to hear your ideas.

i would love to see the court of owls story adapted,but i believe warner/dc will just go for the joker again.

I actually want the series to go more than just three films.
I am doing a reboot series and it is more than three films.

I think the best choice would be Hugo Strange/Mad Hatter.

The Red Hood can also be included as a minor character leading up to the creation of the Joker.
