By the looks of Oliver Queen's season 8 suit, and that they are confronted against Dr. Ramsey Russo, better known as 'Bloodwork', my guess would be right before Crisis, in late 2019 during 'The Flash season 6A'.
Seeing all these characters teaming together again should be a special treat! Showrunner Eric Wallace promised he would do his best to bring back Zoom to the show, as he is one of, or if not his favorite villain.
