Made this poster because I'd love a good Thunderbolts/Dark Avengers movie and it makes perfect sense for General/Secretary Thaddeus 'Thunderbolt' Ross to be the one to start the whole thing (especially if he’s lost certain family members after The Snap and gone a little bonkers). He blames the Avengers and with the accords in place he’ll want a new team he can control so he uses a bunch of captured villains (and maybe dresses them up to disguise them as heroes?) considering he's in charge of the Raft. He could take on the Osborn/Iron Patriot role in an eventual Dark Reign phase in the MCU.
For those wondering/sceptic about the roster:
I feel like Ross, Abomination, Ghost and Zemo are obvious candidates and don't need further explanation. Now I understand why some people might not like Vulture and Hawkeye being on the team. The only good reason I can understand for not wanting Vulture here is to save him for the Sinister Six, other than that he's a great candidate for the Thunderbolts. Now Hawkeye... Well he's been the leader of the team in the comics first and foremost (when they turned good anyway), but Ross needs a second hand man to help keep the others in check. Other than that in my head cannon he's also lost his family after The Snap so I'd imagine he's changed quite drastically (not into a villain, but an anti-hero of sorts). I also didn't include anyone from the TV-department (Punisher, Ghost Rider, Elektra) or from other studios (Deadpool) as the MCU movies haven't acknowledged them yet.
