He was the only Latino I could think of, but I think he would pretty good.

Fellow CBM member Ozymandias suggested Fiennes and I couldn't agree more, he looks the part and is a good actor.
Burt Reynolds - General Shepherd
Burt Reynolds would be freaking awesome as Shepherd! He kinda looks like him and is a fantastic actor.
