As of today, the United Nations has full jurisdiction over our beloved heroes. Our heroes who are all going to be registered for “safety reasons”. This could cause trouble, such as more innocent deaths due to a lack of agreement between countries. But the accords could also make our world just a little bit safer.

Although our own Captain Rogers doesn’t agree with how the accords came about, they could bring some sort of stability back into our lives. There will be no more unsupervised enhanced individuals. Everybody with a special skillset has to be registered, in order for the world’s leaders to have an idea of what’s going on, something that would make it easier to keep the peace.

In order to make all of this work, however, you’d have to find and make every person with special abilities register themselves. This is where things go wrong, because you would be taking away people their freedom. Man has the right to say “no” to something this life-changing, according to the American constitutionThis means that letting people register against their will would be a crime. Another big point of discussion among citizens is the fact that every country in the United Nations has to give their blessing for the Avengers to be able to act. What if one of the countries says no? Would we be letting innocent people die?

So the Accords have both advantages and disadvantages. This manner is extremely difficult for us normal people to assess, because we don’t know everything. We’ll just have to wait for what’s to come

I believe what will end up happening is in IW the accords will prevent the heroes that have signed up (Iron Man and crew) from acting when Thanos initially attacks. This will lead to Tony seeing the error of his ways and eventually burying the hatchet with Cap. When they save the day, most likely, one or more hero will pay with their life. After that the accords will get thrown out the window, as the world sees we dont need heroes restricted by government bureaucracy.

Thats my theory anyways.

One thing I liked about the Civil War comics, and to an extant the movie, was there wasnt necessarily a "wrong" side. It was really up to the reader to decide which philosophy the believed. Like you said theres good and bad with each point of view.

I'm pretty sure the Accords only affect the Avengers and those directly associated. In the comics it was all considered Super. But in the movie there's no mention of enforcement on anyone but the Avengers. That's why it isn't an issue for Spider-Man and Doctor Strange to be out there. Or the Defenders. I don't recall Quake having to sign them off the top of my head.

1) Quake did sign. IIRC it was in the second pod, fairly early.

2) The protocols seemed mainly aimed at international actions, and not stuff that does not cross borders.
