ARMOR WARS Rumored To Elaborate On Damage Control's Place In The MCU - Will They Be The Movie's Antagonists?

A new rumour points to the Department of Damage Control making its presence felt in Armor Wars, and with so much of Tony Stark's technology in their hands, could the group emerge as the movie's big bad?

Damage Control was established fairly early on in the MCU, though Marvel Studios would primarily use the Spider-Man franchise to explain their role in this shared world. While a flashback to the Battle of New York made it clear they were there to clean up after superhero battles, that's since changed. 

Initially a joint venture between the United States Government and Stark Industries, the Department of Damage Control has since become an FBI-like organisation tasked with keeping an eye on superpowered individuals. They arrested Peter Parker, attempted to take down Kamala Khan, and even apprehended She-Hulk. 

While they're supposed to be the good guys, we've seen a lot that contradicts that, including the fact they've repurposed Spider-Man's confiscated Stark tech for their own nefarious purposes. 

Now, The Cosmic Circus is reporting that while the DODC will next appear in Secret Invasion, they can also confirm "that the DODC will play a much more significant role in the upcoming Armor Wars film." Seeing as that's supposed to explore what happens when Iron Man's technology falls into the wrong hands, this rumour makes a lot of sense.

Previous appearances from the group have confirmed they have an Ultron head, Chitauri weaponry, Stark drones they've turned into metahuman-hunting robots (a precursor to Sentinels, perhaps?), and even E.D.I.T.H. 

Whether they're robbed by someone like Justin Hammer or decide to make use of that to further their own agenda, Armor Wars seems like a good place to pick up with them. It's also worth bearing in mind that there's a good chance the DODC reports to the CIA, and who is currently serving as its new director? Valentina Allegra de Fontaine.

While The Multiverse Saga is primarily devoted to, well, the Multiverse, it feels like there's a huge story brewing here that's likely to play out over multiple projects, including Thunderbolts

I could get behind this. I thought it would have been cool to use Obediah Stane's son as the villain, but this actually makes a lot of sense.

@CorndogBurglar - Well I think that they might still use his son as an immediate threat for the sake of this movie (partnered with Hammer of course), and then continue to lay the groundwork for the DoDC as being a bigger threat later on, particularly in the (most likely) "Mutant Saga" after Phase 6. The whole thing about them being the agency that ultimately creates the Sentinels just makes too much sense given their current trajectory and apparent goals, as well as their current tech ownership and reach if they do, in fact, take their orders from Val.

In fact, if we take a step back... look at how the CIA was portrayed in "BP:WF". Then add in the direction that the DODC is going in. And Val is in charged and we're getting the TB movie. And remember that Namor is a mutant (and they made a point of specifically calling that out), and look at all the trouble he caused. Maybe I'm trying too hard to read the tea leaves here, but it definitely seems like Marvel is laying the groundwork for the upcoming mutant whatever it's going to be. It makes sense and seems organic (to me anyway). And we know how Kevin just LOVES his organics.

This would be a perfect opportunity for Ultron to return. He could be manipulating them with bringing in stark tech so he can rebuild himself and with alien technology etc.

I would very much like to see the silver and red armor with the triangular unibeam ( arc reactor ). That was my favorite as a kid. I still hand a little t-shirt with that armor on it

My theories
Valentina is the benefactor from antman2
She wants her hands on pym parties, vibranium, visions body, super soldier serum anything that gives her organization the edge.

Her involvements wl come to a head in armor wars, capt America 4, vision quest, and thunderbolts. She will be responsible for ultrons return, adaptoids creation, world War hulk.

But the true future leader of AIM will come take her place. MODOK!!

Eh, damage control is such a huge misses opportunity in the mcu. In the comics they were just the clean up crew for all the collateral damage in these superhero stories. That could've been fun in its own right.

Now they're basically the new shield but incompetent. Even causing the kind of damage they hope to stop by just opening fire on people instead of deescalating conflicts with superheroes.

I’m fine if they play a part in the film but that would be extremely disappointing if they’re the primary antagonists.
