i would have to say scarlett-megan fox is amazingly hot but the tattoos put me off a bit-plus scarlett is a bonde, busty beauty so that wins it for me everytime! ;-)

I have to go with Scarlett. I've never seen what's so great about megan fox, she looks like your run of the mill call girl, if you want that take your wallet and walk down the street. Scarlett though looks elegant, classy and unattainable which I find really sexy. But I guess it's all a matter of taste.

It's looking like Scarlett has the edge unless I add a 'mmmm both' poll option but let's keep this PG. Megan has not gotten the roles Scarlett has as yet so were basing this on pure hotness. Not acting skills. Agree that Fox needs a better publicist that's for sure but let's keep it simple - who is the hotter babe based on the visuals.
