My guess...Cap,Thor, and Tony come to a "power" camp where people are all starting to exhibit mutant abilities like Pietro and Wanda...nice way to bring in the "mutant" aspect of marvel.

My guess is that this is near the beginning of the movie to set up the Avengers' hubris. Then Ultron will probably kill all these dudes.
